The Position

The Emergency Response Specialist is responsible for the development, implementation, maintenance, and continuous improvement of the organization's Emergency Preparedness and Response Program. This role ensures that all emergency response, surface mine rescue, confined space rescue, firefighting, and advanced first aid programs meet regulatory requirements, corporate standards, and operational needs.

The Emergency Response Specialist provides technical expertise, leadership, and training to employees, supervisors, emergency response teams, and management personnel to ensure organizational readiness for emergency situations. The role serves as the primary liaison with external emergency response agencies and regulatory stakeholders while maintaining emergency response capabilities across all operating sites.
     

Key Responsibilities

Emergency Preparedness & Response Program Management

• Develop, implement, maintain, and continuously improve the Emergency Preparedness and Response Program across all operating sites.
• Ensure emergency response plans, procedures, and protocols remain current and aligned with regulatory requirements and company standards.
• Conduct emergency response risk assessments and ensure identified deficiencies are addressed
• Lead the review and updating of Emergency Response Plans (ERPs)

Emergency Response Training & Competency Development

• Develop, coordinate, schedule, and support Surface Mine Rescue, Emergency Response Team (ERT), confined space rescue, firefighting, and emergency management training programs.
• Conduct practical and scenario-based emergency response exercises, mock rescues, and simulations to validate readiness and improve response effectiveness.
• Evaluate trainee competence and maintain accurate competency assessments and training records.
• Ensure employees, contractors, and emergency response personnel receive required training and maintain qualifications.

Emergency Response Team Leadership

• Maintain an adequately trained complement of surface emergency response personnel.
• Remain an active participant in Mine Rescue, surface emergency response, and Advanced First Aid programs.

Emergency Readiness & Equipment Management

• Ensure all operating sites maintain emergency readiness through appropriate staffing, training, equipment, and response capabilities.
• Ensure emergency response vehicles and emergency trailers are fully operational and emergency-ready.

Confined Space Program Management

• Identify, evaluate, classify, and maintain an inventory of confined spaces throughout all operating areas.
• Develop and maintain confined space assessments, rescue plans, and safe work procedures that meet regulatory requirements and corporate standards.

Stakeholder Engagement & Support

• Serve as a technical resource for employees, supervisors, management, contractors, and Joint Health and Safety Committees.
• Liaise with external emergency response organizations, including Ontario Mine Rescue, municipal fire services, emergency medical services, hazardous materials response teams, and emergency equipment suppliers.
• Participate in safety meetings, emergency preparedness committees, and operational planning sessions.
• Provide Control Group support during emergency response events and site emergencies.

Skills and Qualifications

Required Qualifications

• Minimum Grade 12 diploma.
• Post-secondary diploma in Emergency Management, Fire Protection, Occupational Health and Safety, or related field preferred.
• Current Mine Rescue Certification.
• Valid Advanced First Aid Certification.
• Train-the-Trainer Certification.
• Valid Class G Driver's License.
• Minimum 5-7 years of emergency response, industrial firefighting, or emergency preparedness experience in a mining or heavy industrial environment.

Preferred Qualifications

• Firefighter Certification (NFPA or equivalent).
• Incident Command System (ICS) Training.
• Specialty Rescue Certifications (Confined Space, High Angle, Rope Rescue, HazMat, etc.).
• Mill processing experience.
• Emergency Management or Occupational Health and Safety certification.
• Competition Mine Rescue Team experience.
